Why is this Infrastructure meme funny?

Level 1: The Broken Toy Box

It is like saying, "Just turn the toy on again," while the toy is in pieces all over the floor. The funny part is that the boss gives a simple answer, but the picture shows a problem that is obviously much bigger than pressing a button.

Level 2: Not Every Outage Is Software

In software, restarting a process or server can sometimes clear a temporary problem: a stuck service, a memory leak, a bad connection, or a hung job. That is why rebooting became the default joke in IT.
